Article 1 General provisions + Referendum questions

Each government wants its nation to live in permanent peace and therefore it must enable its nation to express in referendum regarding these questions:
Do you want your army to become the part of World peace council ?
(Or to be its charter member ?)
Do you want the World peace council (SRM) management to be international ?
(to prevent of misusing of the army for starting the wars)
Do you require your nation to enter permanently SRM and to protect itself against cruelties and absurdities of wars (by means of this) ?
Do you require to establish in your country Constitution the SRM budget that is not liable to acceptance and must be at least at the level of defence budget during last 10 years; so do you agree with this financial independency of SRM ?
Do you require to supplement the Constitution with sentences:
We want to exist only one international peace
forces under the SRM leading. We would like to become the member
of SRM. Establishment or referendum on establishment of other
armed organization will be considered as against Constitution.
Do you give up, as a nation and a country, of wars, killing, enslaving, repressing and subjugating of the other nations ?
Do you want to live in peace for ever ?
Conditions for accepting to SRM:
At least 60% of voters must express agreement
with all 7 questions in referendum.
Article 2 Creation of SRM

Par.1
After positive result of referendum so-called preparation commitee of SRM (PV SRM) will rise,
They will be responsible for quick making (respectivly
remaking) of army into SRM unit
Par.2
Preparational commitees will consist of 5 members.
Domestic members will be voted by parliament according to aliquot representation.
Par.3
Each domestic SRM commitee (DV SRM) consists of 20 members, 5 of them is from PV SRM domestic members and 15 from international SRM deputies from the selected group designed for it (international SRM commitee i.e. MV SRM see par.15)
Par.4
Election must be (if possible with regard to state system) in aliquot representation.
Par.5
Until election of abroad deputies PV SRM is working with 5 people.
Par.6 B,
If Parliament is not able to determine members of PV SRM they are designed by (it is DP see 8B) the head of state, i.e. President or by the highest politician in aliquot representation from the domestic parliament members.
Par.7
If the President is not able to do it, domestic members of preparation commitee or members of domestic SRM commitee are appointed directly by SRM in the harmony with par.4.
Par.8A
Each of 5 selected members of PV SRM is choosing from his (her) deputy´s club 3 persons, who will be act in other states as international members (ZÈ) of ZÈ DV SRM - together 15 persons
B,
Next Parliament (domestic state parliament - next DP) designes 3 persons in the harmony with par.4 for the function of SRM deputy in parliament of SRM (the building of SRM residence)
- if Parliament doesn´t come to an agreement
about this point, it proceeds according to par. 6 article B or
according to par.7 article C
Par.9
SRM Funding is guaranteed by former budget for army and defence and at the same time minimum amount is designed, which must not be less than the lowest budget of former Defence Ministry, respectively the budget of SRM during last 10 years.
This is so-called main budget which is not liable to approving by political power and must be allocated automatically
(obligation of SRM member to implement into its country Constitution)
The government can also approve special budget.
Par.10
If DV SRM doesn´t draw financial resources from its budget, at the end of the year 65% of financial means is transfered to international account of SRM handled in favour of each SRM member , 5% of these means is used by SRM for SRM idea propagation, 30% as a budget contribution for SRM from member state and the rest 30% is blocked because of the case of some SRM country being attacked.
In this case funds from such blocked accounts
are used to divert the attack and to help SRM member country.
If there is no agreement within SRM it is the obligation of SRM
to unfreeze at least 5% of total sum of blocked (together blocked)
of each SRM member balance.
Par 11
3 designed deputies for international working in SRM for each country in the harnony with par.8 letter B, which expressed interest and the people of which the interest confirmed by the agreement in referendum are coming together on the day of SRM establishment. These deputies endorsed i.e. confirmed agreement about SRM establishment. There is no voting about this agreement and they have to sign it. If some deputy does not sign, this fact does not take into account and his (her) country becomes member of SRM as well.
Par.12
At the same time the deputies made promise of SRM deputy. After this they become the SRM deputies.
Par.13
At the first meeting they propose, respectively elect the SRM-1 president. However the President election must be carried out up to 30 days from the date of SRM establishment.
Par. 14
Preparation commitee of SRM (PV SRM) becomes Domestic commitee of SRM (DV SRM) after international commitee of SRM appointing.
Par.15 A,
SRM deputies appoint for each member country international commitee of SRM (MV SRM) (=ZÈ SRM see above), for each member state of SRM, which will act in each member state in DV SRM.
SRM Deputies are choosing from the persons designed for it according to par.8 A.
(Because of better understanding par.15 A - example: deputies will choose for example 5 deputies of state AAA for state XY, 3 deputies of state DDD, 2 deputies of state EEE, 4 deputies of state RRR and one deputy of state CCC, i.e. alltogether 15 persons. These 15 persons will go to state XY, they will be working there in native DV SRM, which consist of 20 people.

Par.15 B
If the SRM deputies do not appoint DV SRM, the structure of MV SRM, in harmony with par. 8A is appointed by SRM president.
Par.16
All the competences and functions of Ministry
of defence, General army staff, main commander of armed forces
are taking over to DV SRM itself. At the moment of taking over
of these functions by DV SRM these functions are perished.

The only armed unit remade of army is SRM. To establish any other similar organizations as army or SRM for security of safety and so on - it is not allowed to SRM member. Referendum on this question is not allowed and invalid.

Par.17
All the army employees and soldiers are making
new promise for SRM by means of DV SRM.
- There are deputies elected in the harmony with par.8 letter B in the SRM Parliament
- if DV SRM of any member country ruled by 3/5 majority for use of force in this country the SRM Parliament would have to agree with it by 3/5 majority as well.
If SRM Parliament approve DV SRM decision for
use of force the decision on approvement must be delivered to
SRM president.

after signing it by SRM president. - further information will

SRM is going to built new structure of lower organize-managing units, i.e. from commanderships to the lowest levels at the 4:1 ratio in the favour of international members of SRM in each member state.
This structure change will be managed and coordinated
by SRM.
SRM president due to SRM parliament proposal:
- has the right to express himself as to use of force in the country, which the proposal was expressed by.
- in the case the president does not agree, the
use of force will not be possible.
This section of act will be supplemented later.
Notes and considerations about SRM.

If there is more than one army formation, variety of war conflicts will origin (on local level or on internaltional level).
The world wars must not to be once again.
The leading above present armed forces must be international and must not be under the influence of domestic political power. The division into the pacts is not right too. However if there is no SRM and there is still threat of being attacked it seems, the creation of certain formations as NATO is, to be logical.
The problems can arise when (for instance) NATO will spread itself by getting another states.
Russia considers it as a threat and in the case of NATO widening Russia can enter into agreement on military formation with other states.
At the begining it could be done with neighbouring states, respectively states of former Soviet Union. Later it could be states as China, Pakistan, India and some states of Close East.
With regard to big instability in Russia it is not possible to exclude war conflict of world importance.
If the world war conflict occured between NATO countries on one side and Russia and its countries on the other side it could cause loss of million respectivly milliards of human lives.
This conflict could last for decades of years and nobody is able to imagine the outcomes.
The majority of common people do not want the war and they would support the SRM idea.
To solve any war conflict is much more difficult than to prevent it. So why not to create the system which would prevent the beginning of the war. Prevention is always cheaper than cure. That is very well known. It is necessary to inform wide world public with SRM idea. The discussion and campaign as to these ideas would begin. People should realize current system never prevents the war conflicts rise. After positive result of referendum the armies would be transformed. Also the transformation of war formation as NATO into SRM would be carried out. The best solution would be if all the countries entered the SRM at the same time. There would not be any chance for war conflict rise after transformation of their armies into SRM units.
It is clear the whole system of SRM should be modificated to become real safety guarantee - it must be good for all the countries. Each country must have the same guarantees, status and rights in it. The system must not be misused and must not interfere into political progress of any country.
It is the question of time to create world system
of global safety, where each country becomes SRM member. It is
question of time when we realize the absurdity of war conflicts.
Maybe there is hope this time comes sooner than other millions
of people lose their lives.
It is necessary to ask the people if they agree with mentioned system which would minimize the war conflict rise in comparison with current level.
Regarding safety it would be step forward. I am able to imagine only a few voters that would not agree with improving of their own safety. We must realise this question is important for each of us.
Nowadays under current safety conditions nobody can guarantee the conflict as for example in former Yugoslavia will not arise somewhere else in the world.
Therefore we must not be passive and we can not wait until we or somebody of our family will be killed in some nonsensical war. To cry over the spilt milk then will be of no meaning. So let us make the first step now. Let us think over about the new worldwide safety and we will realize it.
With the help of World peace council we wil succeed it one day.
It is not possible to stop the human progress
and knowledge.
Consideration 2 Selfcriticism

It seems to me the system is not possible to
carry out.

Do you think the majority of nation would answer positively to mentioned questions ?
Do you respect the will of majority and do you
think that if it is the wish of majority of nation can be the
SRM system realised ? if no, why ?
Basic charasteristics of SRM system (simply):

SRM system:
- makes impossible individual respectively extreme political group to cause war conflict
- war potential of SRM member state will be under international control
- the only one guarantee of safety for all the countries in the future
Test situation No.1 (in country X SRM system is in force)
Supposing extreme group in country X gets 5 members in DV SRM.
This group would have interest to cause war conflict or to solve some question by force.
If extreme group gets 5 mandates in DV SRM (i.e. maximum) there are still 15 international deputies acting in country X that would have to agree with it.
And the probability of it is of course very low (it is clear from the SRM principle).
In the case all DV SRM agrees with war solution of case, respectively the majority of 3/5, it is still liable to approvement by SRM Parliament (in the SRM building). If it would be approved by SRM Parliament as well then must follow approvement by President.
So this way the possibility of war conflict i.e.
agressive war in country X is very very little.
So for example if before starting of war conflict in former Yugoslavia global safety system had been valid there would have not been any war (with probability 90%).
Despite it it is impossible to exclude absolute risk of war conflict we must minimize it as much as possible.
What to do if there will be no interest of some states to join SRM ?
It is probable common people would have interest
in it. It is their own interest. But it could be different regarding
politicians. They will be likely responsible for not respecting
nation´s opinion later.
So it is possible politicians will persuade common people (by many different ways) not to agree with the SRM system. What to do then ?
The way how to solve it is propagation. To inform
the inhabitants (correctly and clearly) before deciding if to
enter the SRM or not. It must be done also in the case the citizens
would be informed one by one.
What are the risks of SRM system ?
----------------------------------
It is supposed the biggest danger of war conflict will be from SRM non-members. I am persuaded if the citizens, of the state which is not the SRM member, are asked to answer the referendum questions (above mentioned) these inhabitants will give positive answers.
The question is if the country which is not the SRM member allow the inhabitants the participation in referendum. (Minimal SRM system requirements are each country must allow the inhabitants to express opinion regarding the system and after positive result this country must enable establishment of DV SRM). I think the last risk is that no system is so good it is not possible to improve it. There must not be such mistake which could not allow its starting and improving.
SELFCRITICISM 2: Question:
Nevertheless we have UN and despite it the war in former Yugoslavia started and there are many other wars in another states as well. So won´t be the same as to SRM ?
The answer: No.
Current UN and peace forces IFOR can interfere only after starting the conflict.
However everybody have only limited competences and sometimes they have to face the killing of innocent civilists. This must be changed by us and the SRM system will be the beginning of doing it.
- if we are able to realise it it will be the success in comparison with current state and it will be new level of safety of its members - maybe of all the countries in the future.
- Despite if this global safety SRM system was not able to exclude war conflicts the number of them would be decreased by 80% in comparison with current level. And the system will act as a prevention.
Let us think over how many wars had not been origined if the mentioned system would have been in force before their breaking out.
We cannot rely on assumption there will not start any conflict in our country in a few months or years. Each country can take part in world war conflict whenever. The time is against us - we must realise it - otherwise it will be fatal failure for all of us. Let us change our future - it is our obligation to do it so now. It could be late tomorrow and the future could be worse than in the worst dream.
If such a bad dream comes true it will be cruel waking up - and maybe the last one ...
